Unless the OP does choose fire, since you can grab a great self heal and 4 other powers with only 5 or 6 points. Fire/Immolation will do the highest DPS due to its large upfront damage, aoe's and DoTs. Nature/Plants will come in a close second due to several extremely high yield DoTs.
