If your devices wasn’t perfect in every way, battery running like new, it would be devalued. If you expect a fair value, sell the phone yourself on eBay. No trade in is going to be close to retail.
By the way, that $35 minimum trade in value only gets you $350 in credit. Your phone needed to be worth $95 to get $700 in credit, in other words a “free” S21.
